OVERVIEW TEMPORARY OVERLAY Overlay refers to the planning, design, procurement, installation, maintenance and removal of temporary fit out and temporary facilities to meet Games specific requirements.  This will occur at competition and major non-competition venues and will include the development of complete temporary venues.  Overlay will be fully managed and funded in full or in part by the incumbent or MEGOC, subject to venue owner agreements. The Overlay project will be designed and delivered in accordance with: •Agreed FA requirements and at a service level meeting the MEGOC’s aims and objectives •Games Times requirements, including MEGOC standards and IF/EF standards, based on technical manuals or amendments agreed with the EOC where appropriate •Statutory requirements and regulations such as planning, building control, health and safety, fire, licencing and others where appropriate •The most cost effective and efficient methods •The budget allocated for this purpose A key component of developing the venues and Games Overlay is the integration of other FAs requirements necessary to operate all venues. TEMPORARY OVERLAY PROGRAMME Temporary Fit Out essentially relates to the following Work Packages : Rental market commodities •Tents (PSA, VSA etc.) •Portable buildings (Cabins) •Sea Containers (Storage Containers) •Temporary seating •Scaffolding •Exhibition equipment •Fences (Perimeter Security Fence, Internal Security Fence) •Toilets and toilets cabins •Rigging and support structures •Flagpoles •Track way Standard construction items / projects to be dismantled after the games. •Groundwork (temporary access road, site preparation/site works) •Internal Build Out (Commentator positions and press tribunes, carpentry work, partitioning, services, adaptations to perm spaces) OVERLAY WORKS TO BE DELIVERED A detailed summary of the main items to be delivered by the MEGOC are described below: •Completion of the Venues ready for games time, including all testing and commissioning of utilities and services •Provision of design, documentation, delivery and maintenance services of these works pre games and during games and removal of all works where appropriate •Completion of modifications to base build across the Venues for games time use •Completion of all temporary site works and servicing works to accommodate temporary buildings and overlay for games time use, including testing and commissioning of all utilities and services •Completion of all temporary buildings and overlay, including complete interior Fit-out and testing and commissioning •Contractor to sign off all building and structural engineering requirements in relation to temporary buildings and utilities, services and structure •Ensure the Venue will meet all applicable building codes for the City of Minsk including local fire and safety code requirements and will comply with all applicable Laws, including Laws relating to occupational health and safety, toilet provisions and access for those with access requirements. Where no local building code applies the Venue Owner will ensure that the venue will meet the corresponding relevant European code.
