Temporary Overlay and Fit-out Construction for Multisport Games, Events and Movies Operations – Multiple Events with Various Budgets (2014-2022) Overview

OVERVIEW TEMPORARY OVERLAY

Overlay refers to the planning, design, procurement, installation, maintenance and removal of temporary fit out and temporary facilities to meet Games specific requirements.  This will occur at competition and major non-competition venues and will include the development of complete temporary venues. 

Overlay will be fully managed and funded in full or in part by the incumbent or MEGOC, subject to venue owner agreements.

The Overlay project will be designed and delivered in accordance with:

•Agreed FA requirements and at a service level meeting the MEGOC’s aims and objectives

•Games Times requirements, including MEGOC standards and IF/EF standards, based on technical manuals or amendments agreed with the EOC where appropriate

•Statutory requirements and regulations such as planning, building control, health and safety, fire, licencing and others where appropriate

•The most cost effective and efficient methods

•The budget allocated for this purpose A key component of developing the venues and Games Overlay is the integration of other FAs requirements necessary to operate all venues.

TEMPORARY OVERLAY PROGRAMME

Temporary Fit Out essentially relates to the following Work Packages :

Rental market commodities

Tents (PSA, VSA etc.)

Portable buildings (Cabins)

Sea Containers (Storage Containers)

Temporary seating

Scaffolding

Exhibition equipment

Fences (Perimeter Security Fence, Internal Security Fence)

Toilets and toilets cabins

Rigging and support structures

Flagpoles

Track way

Standard construction items / projects to be dismantled after the games.

Groundwork (temporary access road, site preparation/site works)

Internal Build Out (Commentator positions and press tribunes, carpentry work, partitioning, services, adaptations to perm spaces)

OVERLAY WORKS TO BE DELIVERED

A detailed summary of the main items to be delivered by the MEGOC are described below:

•Completion of the Venues ready for games time, including all testing and commissioning of utilities and services

•Provision of design, documentation, delivery and maintenance services of these works pre games and during games and removal of all works where appropriate

•Completion of modifications to base build across the Venues for games time use

•Completion of all temporary site works and servicing works to accommodate temporary buildings and overlay for games time use, including testing and commissioning of all utilities and services

•Completion of all temporary buildings and overlay, including complete interior Fit-out and testing and commissioning

•Contractor to sign off all building and structural engineering requirements in relation to temporary buildings and utilities, services and structure

•Ensure the Venue will meet all applicable building codes for the City of Minsk including local fire and safety code requirements and will comply with all applicable Laws, including Laws relating to occupational health and safety, toilet provisions and access for those with access requirements. Where no local building code applies the Venue Owner will ensure that the venue will meet the corresponding relevant European code. The Venue Owner will provide evidence to MEGOC that the relevant signed approved drawings, certificates and/or licensees have been granted and that the building is fit for purpose.

•Provision of condition surveys (including but not limited to photographing and recording the condition of the site and adjoining land, buildings & infrastructure), before starting works, during construction, handover to MEGOC, games time and post games; including making good of all damage/wear and tear throughout construction.

OVERLAY DESIGN ACTIVITIES

1.Assessment of the existing venue facilities – MEGOC Contractor to conduct an inspection of the venue and assess the existing facilities and their capacity to host the event

2.Develop Schedule of Functional Areas – MEGOC to list all the spaces that will be required for the games and the main spaces specifications, general description of the use, estimated occupancy, HVAC & lighting requirements

3.Block planning / Concept – MEGOC Contractor to develop the Concept design, maximising the use of existing spaces and minimising the amount of temporary structures to be added. Adjacencies of spaces and definition of clients flow will need to be taken in consideration from Concept Design stage

4.Cost estimate based on the block planning – An estimate of the overall cost of the works needs to be provided

5.Approval by MEGOC

6.Design development – MEGOC Contractor to produce documentation that reflects how the venue will be operated for the event. The drawings should describe all the temporary structures/additional works that will be needed and an indication on how will they be built

7.Bill of Quantities (BOQ) based on the Design development – MEGOC Contractor to quantity survey all the temporary works /temporary structures

8.Development of the specifications of the temporary items listed on the Bill of Quantities – MEGOC Contractor to develop the specifications for all the elements listed in the BOQ

9.Approval by MEGOC

10.Production of construction drawings

11.Production of detailed works schedule coordinated with other potential MEGOC Contractors (sports equipment, catering services, broadcasting, security, technology, etc….)

12.Approval by LOC

OVERLAY CONSTRUCTION ACTIVITIES

•All temporary building structures (tents or cabins) to allocate the areas that cannot be allocated inside the existing facility. Including distribution boards, small power distribution, internal and external lighting, statutory signage, fire suppression and alarm as per local building codes requirements.

•Stairs and ramps to provide access to all the above portable buildings.

•HVAC to portable buildings/tents

•Basic temporary toilet blocks (for spectators, disabled people and workforces)

•Shipping containers ( Logistic/ CCW to use as a temporary storages)

•Temporary fences (security and area separation) and movable barriers: supply, installation and removal.

•Freestanding temporary event fit out to create work areas within tents and portable buildings including carpet

•Internal soft fit out of existing buildings (if needed) to create work areas within the existing spaces

•Camera platforms on seating bowl and Freestanding camera platforms.

•Commentary Positions and Press tabled Positions

•Temporary power generation/distribution to service the temporary buildings (temporary connections from the existing network)

•Portable water and pumped drainage systems including storage tanks, pumps and distribution pipes to temporary buildings. (Includes maintenance works during operation such us periodical checks and emptying tanks)

•Works associated with services: containment (Power, broadcast and data containment trays, yellow Jackets and ‘J’ hooks), and forming holes, providing access routes, sealing voids following services installations.
